All federal spending bills must be fully paid for at the time they are passed.
No unfunded extensions, no deferred costs.

No accumulation of federal debt outside of declared national emergencies approved by supermajority vote.

The federal government may not shut down.
If budgets are not agreed upon, existing funding levels automatically continue until resolution.

No Super PACs or unlimited outside political spending.

Automatic voter registration for all citizens 18 and older, securely linked to Social Security records.

Federal elections must remain open for a minimum of one full week, ensuring access for all voters.
